Whip Place explains that this legislation would cap the application fee for a "certificate of need" at $25,000. Under the current system, the fee is a percentage of the total capital expenditure for a given project, which can force facilities to pay exorbitant fees just for the chance to ask permission to expand services or purchase vital new medical equipment.
