
Rep Nardone: 2026 H7250 - Proposes State Budget Spending Cap - House Finance (42926)
Representative George Nardone (R District 28 - Coventry) introduces legislation (2026-H 7250) aimed at structurally reforming Rhode Island's public finance system. The bill proposes a statutory spending cap on general budget expenditures, commonly known as a Tax Expenditure Limit (TEL).
Under this legislation, annual state budget growth would be limited to the greater of two economic indicators: the five-year average increase in personal income, or the annual increase in inflation as measured by the Consumer Price Index (CPI). Rep. Nardone argues that this measure will promote fiscal discipline, improve budget predictability, and align government spending growth more closely with the financial realities and income growth of Rhode Island taxpayers.
