Senate Passes Bill Aimed at Making Housing Affordable

The U.S. Senate overwhelmingly passed a bipartisan housing bill on March 12 aimed at lowering home prices and improving housing affordability nationwide.

Lawmakers voted 89–10 to advance the 21st Century ROAD to Housing Act, sending the measure to the House of Representatives for consideration. Opponents included Sens. Ted Cruz (R-Texas), Mike Lee (R-Utah), Rand Paul (R-Ky.), Brian Schatz (D-Hawaii), and Rick Scott (R-Fla.).

The bill, led by Sens. Tim Scott (R-S.C.) and Elizabeth Warren (D-Mass.), combines elements from the Senate’s ROAD to Housing Act of 2025 and the House’s Housing for the 21st Century Act.

Supporters say the legislation will increase housing supply, reduce costs, and curb the growing influence of corporate landlords, helping more families compete to buy homes.

Key provisions aim to streamline environmental review processes, support regional housing planning through grants to state, local, and tribal governments, and raise loan limits for multifamily housing through the Federal Housing Administration.
