Thank you, Mayor Speaker. House Bill 220 is a very simple piece of legislation. If you'll recall
last year we did a piece where the courts had ruled on the raises that we had given to state
employees back in 2022 and that it was not considered to be actually pension spiking
because it was across the board raises. What I didn't realize was, and it's on me,
that that only pertained from the court time ruling forward and what this bill does is moves
it back to July the 1st of 2022 when we actually gave those raises to make sure everyone is
captured that gave those raises. That's what 222 does, but Mayor Speaker, I would ask the
clerk to report House Floor Amendment 1. Clerk, please report. House Floor Amendment 1 to House
Bill 220. General McLaughlin. Thank you, Mayor Speaker. House Floor Amendment 1, during the
committee meeting, we had a gentleman who was a retired CVE captain, commercial vehicle enforcement
captain, that there was a time there when all commercial vehicle enforcement officers
were promoted, not promoted, but giving the same pay scale as the other KSP troopers and so
they got caught up in that and was charged with pension spiking as well. So this
floor amendment simply moves that date back 12 months to July 1st of 2021 to capture that.
If there's no questions on Floor Amendment 1, I would move adoption.
Motion is for the adoption of House Floor Amendment 1. Is there any discussion on the
floor amendment? Seeing none, those in favor signify by voting aye. Those opposed, nay.
House Floor Amendment 1 is adopted. General McLaughlin. Thank you, Mayor Speaker. And there
has been an AA did on this, showing very little to no impact on the current actuary.
So with that being said, if there's no questions, I would move adoption
or passage of House Bill 220 as amended by House Floor Amendment 1.
