Does Consciousness Make Decisions?

If we don’t have free will, and consciousness does not know the world directly, then who makes decisions? Is it the finite mind?

Rupert says: ‘The question itself is predicated on a misunderstanding – namely, that there is a separate entity that might make a choice. So, when we say that the finite mind makes the choice, we are making a concession to the belief that there is an individual finite mind. Ultimately, we could say that consciousness makes the choice, but consciousness is not there making choices – it’s spontaneous.

‘So, rather than colluding with the presumption that underlies the question, the presumption has to be undermined. But many of us are not satisfied with that, so the teaching comes down off the top of the mountain, and we say that the mind or consciousness makes the choice – and that’s also legitimate. But the highest answer is that there is no answer to that question.’
