121 MPH PIT MANEUVER FLIPS JEEP after driver flees Arkansas State Police traffic stop #pursuit #pit
Trooper's Report:
On November 12th, 2024, around 9:48 pm, I observed a silver Jeep Grand Cherokee (SC XHT845) speeding on Interstate 30
westbound, near the 118 mm. The vehicle entered the construction zone, a 60 mph zone, traveling over 70 mph. I followed the
vehicle for a short distance where it sped up to 80 mph in the 60 mph zone near the 115 mm.
I conducted a traffic stop on the vehicle on Interstate 30 westbound at the 114 mm. I made contact with the driver and sole
occupant later identified as, Bernard Williams 3rd. As I approached the vehicle, Williams rolled the passenger window down a
couple of inches. I informed Williams the reason for stop and asked for his identification. Williams would not roll the window
down further and mumbled saying he did not have his license with him, that it was on his phone. Williams pulled a picture of his
license up on his phone and held it in his hand in the driver’s seat. I could not see any details on the license; therefore, Williams
began mumbling the license number. I struggled hearing the number being read by Williams. I asked Williams for the rental
paperwork, and he pulled his phone back in front of him, not speaking, and just began scrolling on his phone.
I could see what appeared to be marijuana residue, shake, on William’s lap. I returned to my vehicle and attempted to run
Williams by the driver’s license number I wrote down, which had no return. I requested Sergeant Callison respond, preparing to
get Williams out of the vehicle, and anticipating him being further uncooperative and possibly combative.
Sergeant Callison arrived on scene and he and I made contact again with Williams. It appeared Williams was smoking a
marijuana joint while we were speaking with him. I requested Williams exit the vehicle which he failed to do. After being asked
multiple times, Williams put the vehicle in drive and a pursuit ensued.
The pursuit traveled on Interstate 30 westbound from the 114 mm to the 109 mm with speeds reaching 141 mph. This area is
an active construction zone and frequently has workers present and lane closures. Aside from the speed, Williams was cutting
in and out of traffic, passing multiple other motorists and at one point striking the passenger side of an 18-wheeler at over 100
mph. Williams showed an indifference for human life and drove in a reckless and extremely dangerous manner.
As we exited the construction, I conducted a Tactical Vehicle Intervention (TVI) on the vehicle. The suspect vehicle entered the
ditch and rolled numerous times, ending the pursuit. Williams was not wearing his seatbelt and exited the vehicle out of the
passenger side and began fleeing on foot. Williams ran into the wooded area where Troopers lost visual on Williams.
Bryant Police responded with a K9 which attempted track Williams but was unsuccessful. North Little Rock Police responded
with a drone that was able to locate a subject limping through the wooded area nearby, but Troopers were unsuccessful in
locating the subject. The Arkansas State Police helicopter responded to the scene and was unsuccessful in locating Williams.
Williams was later positively identified by his driver’s license number and his wife, Danielle Mitchell, who called the police.
Mitchell provided his full name and date of birth, which matched one of the license numbers I wrote down while speaking with
Williams, there was also medication in the vehicle belonging to Williams.
There were several small plastic bags with marijuana residue located inside the vehicle, along with the joint Williams was
smoking, and a Ruger LC9S pistol (459-37441). These items were seized, photographed and will be submitted to the crime lab.
On November 13, 2024, around 8:20 am, Williams was taken into custody by Trooper First Class Stevenson at or near JJ’s
