Trooper's Narrative:

On Tuesday, November 5, 2024, I, Trooper Henderson, of the Arkansas State Police, was patrolling in the area of US 61, near
Luxora, working speed enforcement.

While patrolling, I observed a black Honda passenger car approaching me that appeared to be traveling at a high rate of speed.
I activated my radar and received a reading of 70-miles per hour in a posted 55- miles per hour zone. I turned around on the
vehicle, activated my blue lights, and caught up to the vehicle and initiated a traffic stop. I approached the front passenger’s
door of the vehicle and introduced myself, explained my reason for the stop, and asked for the driver’s identification.

The driver, later identified as Eduin Vasquez, advised me that he did not have any form of identification on him at the time of
the stop. I had Vasquez write his name and date of birth down on my note pad, and I returned to my patrol vehicle to conduct a
driver’s license and warrant check.

As I was sitting in my patrol vehicle, I noticed that Vasquez pulled off, fleeing from the traffic stop. Vasquez began to travel
southbound at speeds of 50-miles per hour. I pulled out into the roadway, activated my emergency siren and began to pursue
the vehicle. I caught up to the vehicle and pulled to the passenger’s side and performed a successful Tactical Vehicle
Intervention (TVI), ending the pursuit. The suspect vehicle left the roadway to the right, coming to rest in a nearby field.

I exited my patrol vehicle and began to give verbal commands for Vasquez to exit the vehicle. Vasquez exited the vehicle, and
I was able to place him into custody without further incident. Vasquez was transported to the Mississippi County Detention
Center and charged appropriately.
