Trooper's Narrative:

On Sunday 4/7/2024, at approximately 2:26 AM, I, Cpl. Ben Ibarra #173, was patrolling on Roosevelt Rd near Arch St. I was
traveling westbound using my front opposite moving radar. I witnessed a black SUV, later found to be a 2008 black Chevy
Equinox (496ZYP AR), traveling eastbound on Roosevelt at 52 miles per hour in a 35 mile per hour zone. The vehicle was
abruptly changing lanes at it passed another vehicle. I turned around to conduct a traffic stop with my blue lights activated.

The vehicle initially stopped, then continued through the light on Arch St and turned from Roosevelt Rd to Broadway St
southbound. The vehicle continued traveling while swerving between both lanes then turned eastbound on 26th St. The vehicle
continued to speed up and slow down while driving between both lanes before turning south on S Spring St. I informed dispatch
I was in pursuit and attempted to TVI on S Spring St but the vehicle slowed down significantly and the TVI was unsuccessful.
As I moved up to attempt another TVI, the vehicle abruptly turned into a driveway, striking a parked vehicle in a front to rear
collision as I positioned my unit behind the vehicle closely in order to box it in and prevent it from leaving. I exited my vehicle
and began giving commands. The commands were ignored and the I could hear the driver, later identified as Jeremy J Williams,
revving up the vehicle, holding the steering wheel, and looking at his gear shift trying to figure out why the
vehicle was not moving. Mr. Williams made eye contact with me as I continued the commands then looked down at the steering
column shifter again. It was apparent he was ignoring commands and attempting to flee again. I used my baton to break the
driver window and ordered Mr. Williams out of the vehicle at gun point. Mr. Williams exited the vehicle and positioned himself
face down on the ground. I instructed Mr. Williams to move towards me and he stated no. I instructed the passenger, later
identified as Anthony A Morgan, to keep his hands on the dash. Mr. Morgan was compliant. I moved to Mr.
Williams, handcuffed, and moved him to the back of my vehicle. I conducted a quick pat down and placed Mr. Morgan in the
back seat of my vehicle. I then instructed Mr. Morgan to exit the vehicle and move towards me. Mr. Morgan remained
compliant. I handcuffed Mr. Morgan and moved behind my vehicle where I conducted a quick pat down. I then placed Mr.
Morgan on the curb seated and moved back towards the vehicle to ensure it was clear. In plain view, I saw multiple open
containers of alcohol, Busch Light cans and a bottle of Brandy, in the front center console between both seats.

While interacting with Mr. Williams and Mr. Morgan, there was a strong odor of intoxicants coming from the breath and person.
They both slurred their speech and had bloodshot eyes. It was immediately apparent that both subjects were intoxicated. Mr.
Morgan was cited and released on scene. While in the back seat of my vehicle, Mr. Williams was striking my doors and
windows in an attempt to get the attention of other people. I instructed him multiple times to stop but he continued. I then called
for EMS to check on Mr. Williams. The owner of the fleeing vehicle also owned the vehicle which was struck by Mr. Williams.
She was provided an accident report, 202406305ASP. She provided a statement saying she had no knowledge and did not
consent to Mr. Williams taking her vehicle. She stated if she did not know how he got the keys and would have reported it
stolen had she known he took it. She was visibly upset at Mr. Williams as she cursed him and cried at the damage he did to her
vehicles. Mr. Williams continued to agitate the owner of the vehicle as he called out to her. Due to the circumstances, I decided
to not have the vehicle towed and released it to the rightful owner.

EMS stated they were going to transport Mr. Williams to UAMS due to his complaints. I followed the ambulance to UAMS. At
the hospital, I read Mr. Williams the statement of rights form. Mr. Williams verbally stated he understood his rights and did not
want to take the chemical test I was requesting. Mr. Williams was treated and released at UAMS. I then transported Mr.
Williams to the Pulaski County Detention Center where he was booked in and charged with the following charges:

5-36-108: Unauthorized Use of a Vehicle
5-71-207: Disorderly Conduct
5-65-103: DWI 3rd
5-65-205: Refusal to Submit to Chemical Test
5-71-218: Open Container of Alcohol in a Vehicle
5-71-212: Drinking on the Highway
27-16-303: Driving with License Suspended
27-50-302: Reckless Driving
27-50-302: Speeding over 15mph Over
