Lucy Kuelper testifies on Rep. Swanson Scott’s Law education bill

Lucy Kuelper, a junior at ROWVA High School, testifies in support of legislation sponsored by Rep. Dan Swanson (R-Alpha) to better educate Illinois motorists about Scott’s Law. Kuelper, the daughter of an Illinois State Trooper, started the Move Over Project five years ago to spread awareness of Scott’s Law and roadside safety.
