In a written report sent to the Legislative Yuan by the Ministry of Defense on March 3, 2022, the ministry mentioned the "special budget for procurement of naval and Air Combat Capability Enhancement Program" approved in January.The budget involves about T $240bn, spread over five years starting this year.The part of the report about the Xiongsheng missile is "half-disguised".In the report, the Defense Ministry confirmed for the first time that the so-called Xiongsheng missile is the long-suspected Xiongfeng 2E cruise missile, but an extended range version.
The xiongsheng and Xiongfeng-2 share production lines, with a combined annual output of about 81 missiles, which could be increased to 131 in the future, the report said.But the Xiongfeng 2 does not need to be built that many, and Taiwan's navy already buys 400 land-based Harpoons from the US, so most of the added capacity is the Xiongsheng.

2022年3月3日，在臺灣國防部向立法院送交的一份書面報告中，提到了1月審查通過的“海空戰力提升計劃採購特別預算案”。預算涉及金額約2400億元新臺幣，自今年開始分5年執行。報告中關於“雄升”導彈的部分，可謂是“猶抱琵琶半遮面”。臺灣國防部在報告中首度證實，所謂“雄升”導彈就是外界一直猜測的“雄風2E”巡航導彈，不過是增程型。
報告中還指出，“雄升”和“雄風2”型導彈共享生產線，兩者合計年產大約爲81枚，未來可提高至131枚。不過，“雄風2”型沒必要造那麼多，況且臺灣海軍已從美國採購400枚陸基“魚叉”導彈，因此增加的產能多半是“雄升”導彈。
