During House floor debate, Rep. Jenny Graham offered an amendment to Senate Bill 6009 (prohibiting the use of hog-tying by law enforcement) that would provide financing options for alternatives (such as wraps) to law enforcement agencies. Graham said: When we take one tool away from our law enforcement, it is so important that we offer them other alternatives. Her amendment failed.
