Rep. Spencer Hutchins pushes back on reduced traffic safety camera fines due to financial hardship

Rep. Spencer Hutchins, R-Gig Harbor, argues against a proposal for reduced fines for drivers caught violating traffic laws on automated traffic safety cameras included in a bill to expand the use of the cameras.
