Trooper's Report:

On October 6, 2023, at approximately 10:42 pm, I, Trooper Jeb Little, observed a black passenger car failing to maintain its
lane of traffic on Interstate 630 West near the 5mm. At 10:43 pm I initiated a traffic stop with the suspect vehicle. The suspect
vehicle failed to yield to my lights and siren and continued to slow roll traveling west on Interstate 630. After taking the John
Barrow Road exit suspecting the driver was intoxicated, I drove beside the suspect vehicle with my lights and siren activated to
ensure the suspect had fully observed my unit. The suspect vehicle in response to my actions executed an evasive maneuver
by increasing his speed and driving across a double yellow line while traveling in the opposite lane of traffic. At 10:45 pm I
advised dispatch that I was in pursuit. The suspect vehicle then turned on to Clover Hill Road to prevent being pulled over and I
executed a T.V.I. maneuver on the passenger side of the vehicle. At 10:46 pm myself, Trp. Brandon Neal, and Trp. Kemp
Smith took the suspect, Carlos Morgan, into custody. Once in custody Trp. Smith administered a P.B.T. which resulted in a .06.
Upon searching the vehicle a mixed drink containing gin and an open bottle of gin were located in the center console cup
holders. Metro Towing towed the vehicle.

Mr. Carlos Morgan was then transported to Pulaski County Detention Center and charged with the following:

5-54-125(d)1): FLEEING - VEHICLE OR CONVEYANCE - MISDEMEANOR
27-51-104(b)(1): IMPROPER OR UNSAFE LANE CHANGE
27-22-104: NO LIABILITY INSURANCE
27-16-303 REV: DRIVING ON REVOKED LICENSE
5-71-218: OPEN CONTAINER CONTAINING ALCOHOL IN MOTOR VEHICLE
27-51-901: FAIL TO YIELD TO EMERGENCY VEHICLE
