Since January, unions and employers have negotiated about wages and payments in the public service.
A total of three tariff rounds have been launched.
After the last round last week, there was no agreement.
We want to take a closer look at what this means in today's video.
Before we get to the current events and the significance of them,
we want to take a look at what this is all about and what was originally required in the tariff negotiations.
Many pedagogical professionals, including educators, are paid according to the public service tariff agreement.
There have been tariff negotiations on this tariff agreement for several months,
which include more pay for the employees.
These interests are represented here by the unions,
which negotiate these in so-called tariff rounds with the employers.
Due to the historically high inflation, a wage increase in the TVÖD was demanded of 10.5%,
but at least 500 euros per month.
At the same time, all trainees, dual students and interns who are employed after the TVÖD
should receive an additional 200 euros per month.
There were a total of three tariff rounds,
the first on January 24th and the second from February 22nd to 23rd.
In the meantime, there have been countless strikes in many areas and industries,
of course not only in the pedagogical field.
After the second round, an offer was made.
A wage increase of 5% was offered here, divided into two steps,
3% in 2023 and 2% in 2024.
In addition, a one-off payment in the amount of 2,500 euros,
also divided into two steps, 2023 and 2024.
The offer was rejected and called cheeky by the unions.
Due to the high inflation, this result would have meant a real wage loss,
said the unions.
In the annual comparison, the wage would have had a low purchasing power despite the 5% increase.
So the money would be worth less today than a year ago despite the increase.
In the third tariff round, the employers offered a wage increase of 8%,
but at least 300 euros per month and a one-off payment of 3,000 euros.
This offer was also rejected and there was no agreement.
The offer was rejected because the monthly minimum wage was too low
and thus only led to low wage increases in view of inflation.
In particular, the lower end-user groups of the TVED with a comparatively low income
have disadvantages as a result, but it is of course particularly necessary financially.
In this case, this means that a so-called simplification will be called for.
First and foremost, certain simplifiers must now submit a proposal that can fit for both sides,
i.e. for the employers and for the unions.
The parties then accept this draft simplification proposal or negotiate it again.
If no agreement is found, it can lead to a referendum and thus to new strikes and further negotiations.
The simplification proposal must be submitted by mid-April at the latest,
so that it can continue in negotiations at the latest from April 18th.
At this point, no further strikes are allowed.
The representatives of the employers and representatives of the municipalities share that they would have liked an agreement,
but with their offer the unions were a whole lot against it and are disappointed by the current outcome.
The Minister of the Interior, Nancy Faeser, also regrets that no agreement has been reached,
especially because the employed people now need a quick increase due to the rising costs.
As soon as there is a result, I will of course make a detailed video on this channel.
Until then, I am interested in how you stand on the course of the tariff negotiations.
Do you think it is good that the last offer with an 8% wage increase, a minimum amount of 300 euros per month
and a one-off payment of 3000 euros was rejected by the unions?
Or would you have found it better if the offer had been accepted and therefore there would have been quick help?
