In a speech at the Royal United Services Institute on Oct. 11th, Jeremy Fleming, director of the British intelligence agency Government Communications Headquarters, said that Beijing's desire to "gain strategic advantage by influencing and changing the world's technological ecosystem" makes the Chinese Communist Party CCP the world's number one security problem.
He pointed out that Communist leaders are attempting to steal information from other countries' critical infrastructures, promote new international information and communications regulations, and expand surveillance beyond their own citizens to the globe.
In his speech, he presented a series of case studies, including:
- Case 1: The development of the 北斗 BeiDou satellite system - a network that competes with the Global Positioning System (GPS). Fleming said it could potentially be used to track individuals or incorporated into a plan to destroy another country's satellite network in the event of a conflict.
- Case 2: China's proposed new standards for the Internet, which could implant a greater degree of government manipulation.
- Case 3: China's plans to launch a digital currency. Fleming sees this as a move by Beijing to seek to learn from the Russian experience and protect itself from the impact of sanctions.
In the face of the strategic threat from the CCP, Fleming proposed several solutions, including legislation that would give the government more authority to intervene in transactions that could affect national security and strengthen international cooperation.
