TOWN OF SOUTHEAST – Putnam SPCA Police are asking for the public’s help identifying the person who taped a German shepherd’s muzzle shut and abandoned the dog Tuesday at a strip mall on Starr Ridge Road in Southeast.

SPCA Chief Ken Ross said the animal cruelty incident was reported by a Good Samaritan who rendered assistance to the young female dog before transporting it to the nearby Brewster Veterinary Hospital on Route 6.

Veterinarians contacted authorities and SPCA personnel responded. An investigation found the shepherd’s muzzle had been taped with electrical tape and during the initial examination, significant swelling, irritation, and injuries were observed around the dog’s muzzle.

“Abrasions were found to the front and back of the dog’s neck in the area where a collar would normally rest, raising concerns that the dog may have previously worn an embedded collar that had been removed prior to her being abandoned,” Ross said.

The dog is still receiving veterinary care.

Ross has asked anyone who recognizes this dog, has information regarding her owner or recent whereabouts, or observed any suspicious activity in the area of Starr Ridge Road late Monday or early Tuesday to contact the Putnam County SPCA Law Enforcement Division at 845-520-6915.
