GOSHEN – The so-called Big Beautiful Bill approved in Washington includes shifting the administrative and benefit costs from the federal to the state government and the Orange County Legislature Thursday evening called for a two-year delay on implementation of the change.

County lawmakers say the cost shifts to the states will be passed down to the counties, and county legislature Democratic Caucus Leader Genesis Ramos said that will place an undue burden on the county.

“This is an unprecedented because never in the history of SNAP has this happened, shift the cost burden to states” she said. “We have to be very clear and very real about what this means. It doesn’t just go away. I think this is a very cruel policy.”

Legislator Virginia Scott, who proposed the memorializing resolution, said the federal cost shift said SNAP recipients are children, seniors, veterans, people with disabilities and the most vulnerable.

Ramos said the county will have to make up the cost shift by either raising taxes, dipping into reserves, or cutting programs.
