O&W Railway Station

MIDDLETOWN – State Assembly Speaker Carl Heastie (D, New York) and Assemblywoman Paula Kay (D, Rock Hill) got a glimpse of the interior redevelopment of the former O&W Railway Station in Middletown.

It is undergoing a multi-million rebuild so that RECAP, the Regional Economic Community Action Program – can move its Head Start Program into the historic building.

Kay was impressed by the progress of the construction.

“They are expecting to have Head Start occupy that building by September of 2027, which is just a little bit more than a year from now. So that’s new jobs, new childcare. It’s all because of a collaborative effort between the city, the state, and some federal funding,” she said.

Heastie is concerned about the funding for Head Start and other federally subsidized programs because of the cuts from the Trump Administration.

“The state, we can’t cover all that the federal government cuts, but we try to do our best, and Head Start is an overall concern,” he said. “That big, beautiful bill, as they call it, is really going to hurt New York.”

Heastie said President Trump is “doing a horrible job,” but he said he hasn’t been around him enough to tell the condition of his mental state.
