KINGSTON – The Ulster County Legislature’s Ways and Means Committee Thursday approved a home rule request to the state legislature to impose a resident income tax surcharge on high-income residents.
By a vote of four to three, the committee voted to advance it to the full county legislature.
One of the ‘no’ votes was cast by Legislator Laura Donovan.
“The question before us is whether we have completed the work necessary to conclude that requesting a taxing authority, one of an historic nature for New York State, is the most appropriate solution among all the options available to us,” she said. “Proposals of this magnitude deserve independent financial analysis, meaningful public engagement, consultation with others that are experts and a thorough evaluation of all reasonable alternatives before formally requesting that New York State grants Ulster County a new taxing authority.”
Supporters want the option available to them.
It will come up for a vote of the full legislature next week.
