POUGHKEEPSIE – Already under indictment in Dutchess County for domestic violence, Frank Flowers, 50, has been indicted by the grand jury on a misdemeanor charge of coercion.  According to the most recent indictment, Flowers allegedly had contact with the mother and brother of his most recent alleged domestic violence victim from December.

The mother and brother of the victim were granted orders of protection in early December, prohibiting Flowers from contacting either person.

Flowers, the brother of Poughkeepsie Mayor Yvonne Flowers, allegedly tried to coerce the mother and/or brother between December 22 and December 23, 2025, in violation of the protection orders.  Town of Poughkeepsie Police investigated the alleged incident and determined enough evidence existed to arrest Flowers again.  He was originally charged in Poughkeepsie Justice Court following a February 26, 2026 arrest on the coercion charge, but the District Attorney’s Office chose to seek an indictment on the charge to accompany his current criminal charges.

Following the June 29 arraignment in Dutchess County Court, he was released to the supervision of Dutchess County Probation and is due back in court on July 8, 2026.

Flowers currently has or recently had the following criminal cases pending:

  • Coercion in the Town of Poughkeepsie
  • Criminal Mischief in the City of Poughkeepsie
  • Strangulation, assault, and endangering the welfare of a minor in Dutchess County Court
  • Felony criminal violation of a restraining order in Connecticut
  • Violation of probation in Connecticut.

There are four different victims in the criminal cases against Flowers.
