NEW CITY – Rockland County legislators are disappointed by Thursday’s Supreme Court decision allowing the termination of Temporary Protected Status (TPS) for Haitians and Syrians who have legally lived and worked in the United States for years – a ruling that they say only creates uncertainty and anxiety among people already facing tremendous struggles.

The decision has particular significance in Rockland County, home to one of the largest Haitian communities in the nation. Haitian families are neighbors, coworkers, business owners, health care professionals, educators, and friends. They have made lasting contributions to our communities and to the strength of our county, local lawmakers say.

“Rockland’s Haitian community is woven into the fabric of our county,” Legislature Chairman Jay Hood Jr. said. “Regardless of where someone stands on immigration policy, we should all recognize the human impact this decision will have on families who have lived and contributed here for years. We hope our federal leaders will work toward a solution that is both lawful and compassionate.”

County Legislator Toney Earl, whose district includes many members of the Haitian community, said it is “morally wrong” to end TPS.

“Haiti continues to suffer extreme gang warfare, kidnappings, sexual violence against women and children, food shortages, a lack of medical care, and so much more. It is morally wrong to require people to return to a Haiti that still has not been made safe,” Legislator Earl said.

He noted that conditions are so bad, the most current U.S. State Department Haiti Travel Advisory says, “Do not travel to Haiti due to kidnapping, crime, terrorist activity, civil unrest, and limited health care.”

The Rockland County Legislature has backed the continuation of TPS for Haitians and others, including most recently in March 2025, with a unanimous vote calling for an extension.
