Investigators said Tobias A. Buchanan was arrested May 20 after an investigation that began March 21, when troopers received a report alleging Buchanan engaged in sexual contact with a person younger than 17.

Buchanan was charged with third-degree rape, a class E felony, for allegedly engaging in vaginal sexual contact with a person younger than 17 while being 21 years of age or older. He was also charged with sexual misconduct, a class A misdemeanor, for allegedly engaging in vaginal sexual contact without consent.

Additional charges include two counts of endangering the welfare of a child and one count of first-degree unlawful dealing with a child involving alcohol, all class A misdemeanors.

Police said Buchanan was taken into custody without incident and transported to State Police Kingston for processing. He was arraigned in Town of Ulster Court, where bail was set at $15,000 cash, $50,000 bond or a $100,000 partially secured bond. Buchanan was remanded to the Ulster County Jail.
