TAPPAN – Three packages containing a total of $43,700 in cash were seized from outside a vacant Tappan residence on April 29 and two New York City men who were observed retrieving them were arrested by Orangetown Police.

The day before, police received a call from a man in Utah saying his wife may have been exploited out of $6,700 via a bank account scam.

Police determined a package with the money was to be delivered by UPS to the residence.

When police saw the men pick up three packages, they attempted to flee but were caught by officers.

The investigation determined that each package involved separate scams.

One package contained $12,500 from a computer virus scam in Illinois, another contained $24,500 in cash from an FBI identity theft scam from Colorado, and the third was the $6,700 from Utah.

Police charged the two men they caught – Tian Quan Xie, 20, of Brooklyn, and Wei Ping Sun, 39, of Queens, with felonies of grand larceny and criminal possession of a controlled substance.

Both were arraigned and released pending a future court appearance.

The Rockland County Intel Unit assisted the Orangetown Police Department Detective Bureau in the investigation.
