Shannon Decker

POUGHKEEPSIE — Shannon Decker has been nominated by Dutchess County Executive Sue Serino to become the next Commissioner of Finance, following the retirement of Heidi Seelbach, effective Friday, May 1. Decker is currently the Senior Research Analyst for the county’s Department of Finance.

Serino said, “We wish Heidi Seelbach the very best as she retires and begins her next chapter.  Shannon Decker has been an integral part of our Finance Department, and her leadership, professionalism, and institutional knowledge make her a strong successor to the Commissioner of Finance role.  She has worked closely with our outstanding Finance team for years, and she understands both the complexity of the work and the dedication of the people who do it. Together with the Finance team, she will continue to build on the established strong foundation to ensure the County’s finances remain stable, strong and responsibly managed.”

Decker has worked in the county’s Department of Finance since 2007, starting as an accountant and later advancing to senior accountant and senior research analyst. She has overseen daily accounting operations, supervised claims for state and federal reimbursement, prepared the county’s annual financial report, and managed accounting staff. Decker has also worked with the Budget Office on revenue projections and overseen Capital Fund accounting for more than 20 capital projects.

Decker holds a master’s degree in accountancy from SUNY Polytechnic Institute and a bachelor’s degree in accounting from SUNY New Paltz. Before joining Dutchess County, she worked as an auditor for CPA firms in Lake Katrine and Poughkeepsie. She lives in Pleasant Valley with her children.

As commissioner, Decker would serve as the county’s chief fiscal officer, responsible for managing county funds, enforcing property tax collection, and overseeing borrowing and financial records in accordance with state and national accounting standards.
“I am grateful to County Executive Serino for the opportunity to take on this new challenge,” Decker said in a statement. “It has been a pleasure working with Heidi Seelbach and Director of Fiscal Services John Forte over the years — I wish them both the very best in retirement.”
Serino will submit Decker’s appointment to the County Legislature for confirmation at its May 11 meeting.
