NEWBURGH – The City of Newburgh’s Hillside Brownfield Opportunity Area (BOA) Nomination Study has received the 2026 Heissenbuttel Award from the New York Planning Federation, a statewide honor recognizing excellence in urban planning.
Completed in 2025 by the City of Newburgh Planning and Development Department, the Hillside BOA Nomination Study was shaped through substantial community outreach and focused on the redevelopment potential of urban renewal lands known as the “Hillside.” The study now serves as a blueprint for future redevelopment grounded in community input and long-term planning.
The Newburgh Hillside BOA District was established as a result of the study. Development projects within the district are now eligible for enhanced brownfield tax credits to support cleanup and redevelopment. Already, three large-scale development projects have been accepted into the program, a direct result of the City’s work to position the East End for transformative reinvestment.
The Heissenbuttel Award is given each year to an individual, municipality or agency for outstanding accomplishment in the planning field and is named in honor of Henry Heissenbuttel, the former director of the Dutchess County Planning Department.
