NEWBURGH – Once developer Pennrose takes over the Bourne and Kenney apartment complexes in the City of Newburgh, they will be entitled to a 33-year PILOT (payment in lieu of taxes) providing the company with the financial ability to remodel all of the apartments.

Those residences are in deplorable conditions with bathrooms that don’t work properly, little to no heat in the winter and shoddy water service, among other concerns.

City Councilman Ronald Zorrilla notes the new agreement will ensure the modernization is completed.

“This puts the onus on us, it ties it to performance, and we have to make sure that our codes are firing on all cylinders because the agreement ties to violations,” he said. “We can no longer have people getting a discount for Newburgh and doing out people wrong.”

As apartments are remodeled, residents will be provided temporary space in which to live.
