GOSHEN – The Appellate Division of State Supreme Court has ruled that Orange County and the District Attorney’s Office had nothing to do with the bribery scandal between the late Stewart Rosenwasser and his friend Mout’z Soudani.
While Rosenwasser, a former judge, was working as an assistant district attorney, he accepted at least $63,000 from Soudani to investigate and prosecute Soudani’s sister, Eman Souidani, and her son, Martin Soudani, for allegedly stealing money from Mout’z Soudani.
Rosenwasser was indicted by a federal grand jury as officials went to his home to arrest him last year, he took his own life.
Rosenwasser’s estate then sued County Executive Steven Neuhaus and the county claiming Rosenwasser’s estate was entitled or indemnification in an action pending in federal court.
In June 2025, State Supreme Court dismissed the proceeding, leading to the appellate court appeal.
In a three-page decision issued on April 1, 2026, that court concurred with the lower court that Rosenwasser’s actions “were not undertaken as part of Rosenwasser’s normal duties as an OCDA prosecutor but rather were undertaken in connection with an illegal bribery scheme carried out with his friend, Mout’z, purely for personal purposes, and which was actively concealed from the OCDA.”
