KINGSTON – The owner of MAK Limo, an Ulster County transportation service company, pled guilty on Wednesday to grand larceny for stealing over $1.1 million from Medicaid by inflating charges and billing for services that were never provided.

Company owner Muhammad Khan, 40, faces up to 15 years in state prison when sentenced in September and will pay $1.1 million in restitution.

Under the Medicaid program, patients may use transportation services to go to legitimate medical appointments. Providers bill Medicaid for the service. Group rides are not allowed without prior authorization, and approved providers can only bill for mileage once for a group.

As part of the investigation it was determined that Kahn billed Medicaid individually for rides that were actually group rides and for rides that never occurred.

The investigation also found patients were paid kickbacks to use MAK Limo’s services and facilitate the fraud.

The crimes took place from November 2020 to August 2024.

Khan was arrested in June 2025 along with his father, Mohammad Khan, 68, owner of Atlas Limo.

Both companies were enrolled with Medicaid and received over $5.8 million in Medicaid payments from the state.

Mohammad Khan was charged with grand larceny for allegedly stealing over $111,500.

The investigation into the case was conducted by State Comptroller Thomas DiNapoli and Ulster District Attorney Emmanuel Nneji.
