NEWBURGH – Outgoing Newburgh City Manager Todd Venning did not attend Monday night’s city council session, the last one before he leaves his post.

The city council appointed an interim city manager and it wasn’t Venning’s deputy, Michael Neppl.

The council names the city’s Public Works Commissioner Jason Morris to the top job in city hall, until the lawmakers hire a permanent manager.

When all of the city managers and acting managers have been hired or appointed over the 100-year history of that form of government in Newburgh, Morris is the 56th to hold the position.

Venning was the 55th; Joe Donat, the current Poughkeepsie City Administrator, was number 54, and Michael Ciaravino preceded him as the 54th city manager since Fred Alber became the first manager on January 3, 1916.

The average tenure of a Newburgh manager has been two to three years. Former Manager Harry Porr held the record, serving for nine years. He is currently the deputy Orange County executive.

According to city records, 10 city managers were terminated, 22 resigned and one died.
