Judge David Fried

ROCKLAND COUNTY — Judge David Fried, who serves as a Judge of the Court of Claims and an Acting Justice of the Supreme Court in Rockland County, has been appointed to the New York State Commission on Judicial Conduct (SCJC) by Gov. Kathy Hochul, according to a statement from the governor’s office.

Fried, a graduate of Manhattanville College and the Benjamin N. Cardozo School of Law, was appointed to the Court of Claims in 2023 and currently acts as a Supreme Court Justice in Rockland County. He previously practiced law privately and served as Town Justice in Ramapo and Village Justice in Spring Valley.

Before his judicial career, Fried was a Rockland County legislator and worked for the White House Office of Advance during the Clinton administration, as well as for former U.S. Rep. Nita Lowey.

Fried is president of the New York State LGBTQ+ Judges Association, co-chairs the Ninth Judicial District Equal Justice in the Courts Committee, and sits on several boards and judicial associations, including the New York State Continuing Legal Education Board and the Association of Court of Claims Judges. He also serves on the Executive Committee of the Justice Brandeis Law Society for the Ninth Judicial District and is an adjunct professor at Columbia Law School.

Fried succeeds Appellate Division Justice Robert J. Miller, who served on the commission from 2018 until his retirement from the bench on Dec. 31, 2025.

The SCJC was established in 1978 by the New York State Constitution to review complaints of misconduct and disability against judges and justices of the State Unified Court System and, where appropriate, to discipline publicly those judges found to have engaged in misconduct.
