OTISVILLE – A report on conditions at the medium-security Otisville State Correctional Facility in Orange County found that “its culture stands out among prisons” visited by the Correctional Association of New York.
That group is tasked by state law with monitoring conditions at state prisons.
This report includes observations and findings from a December 2024 two-day monitoring visit to the prison.
“Our monitoring visit to the Otisville Correctional Facility documented a respectful staff culture and calm environment despite the significant staffing shortages,” said Association Executive Director Jennifer Scaife. “While the facility certainly has different aspects it can improve upon, such as improvements to material conditions, its culture stands out among prisons visited by the Correctional Association of New York and should be emulated systemwide.”
The inspection found that reports of abuse and racial abuse were lower than at all other medium-security prisons recently visited by the inspectors and most prisoners interviewed characterized their interactions with staff as positive or neutral. A total of 68 inmate interviews were conducted representing 12 percent of the population.
The facility’s executive team noted that staffing shortages led to significant mandatory overtime, impacting morale among staff.
Of those inmates receiving health care, the number reporting it as adequate was slightly below average among other recently inspected prisons.
Prison officials reported a wide range of volunteer and peer-based programs available, but some reported concerns with outdated vocational programs and long waits for admission to the programs. They also reported limited recreation opportunities.
The inspection found a significant number of inmates reported that conditions in their housing units were inadequate including problems with plumbing – toilets, showers and sinks.
Association monitors found missing plumbing fixtures and unhygienic conditions in some bathrooms.
They were also advised of insufficient storage space for personal items and nonfunctioning kitchen and laundry appliances.
