LIBERTY – Sullivan BOCES has begun a formal organizational study to evaluate its structure, service capacity, administrative functions, and physical facilities.

This comprehensive review, required by the state commissioner of Education, aims to identify institutional strengths and strategic opportunities to guide future planning.

The study follows the retirement of District Superintendent Dr. Robert Dufour in December. Per State Education Department protocol, the vacancy triggered an initial stakeholder survey. Based on those results, State Ed determined that a more in-depth analysis is required before a permanent search for a new district superintendent begins.

To lead this effort, BOCES has issued an RFP for an independent consultant. The final report is due to the State Education Department by June 30, 2026.

During this transition, Commissioner Rosa has appointed Michael Rullo, district superintendent of DCMO (Delaware-Chenango-Madison-Otsego) BOCES, to serve as interim district superintendent.

Officials said Rullo’s extensive experience in rural leadership will provide stability throughout the evaluation process.

They said stakeholder feedback will be a central component of the study, with more information regarding public meetings to be shared once a consulting firm is appointed.
