KINGSTON – Counties that have not spent all of their money received from the federal American Rescue Plan Act during COVID-19, will be required to return it to the federal government.

Ulster County Comptroller March Gallagher told the county legislature’s Ways and Means Committee on Thursday that there is money remaining out of the $34.5 million received from Washington.

“At the time of the ARPA report analysis, which was looking at third quarter 2025 filings, we had around $6 million that had not been spent. We understand that may be down to $5 million now and we are working with the chair and others to make sure the legislature has complete information on this so that those outstanding items can be spent,” she said. “We are right now relying on towns, which have parks and water and sewer grants to fully expend them.”

The ARPA and State and Local Fiscal Recovery Funds were required to be fully obligated by December 31, 20024, and fully expanded by December 31, 2026.
