Nobody except a few individuals, but of course we appreciate
Mr. President, for the gesture you have extended to the people of Plateau
and also the First Lady who has shown and demonstrated concern about
the plight of the affected, crisis-affected individuals on the Plateau.
So we want the world to know that banditry, terrorism,
In short, in summary, the insurgency is ongoing in the Plateau.
And the actors are known. Most of them are known.
Their locations are identified.
Since we have not heard anything, and if there are any arrests,
You discover that pressure will be coming from above.
Either they are transferred to Abuja, from where here they
are released back and become even more terrorists than before,
Or there will be an order for their release.
Or there are times when there won't even be an arrest at all
So that we perceive it as an encouragement to terrorism
And that is why the problem has not come to an end.
But now that the GSS have arrived
And are truly delivering them a severe blow
Now they have come up with the propaganda.
Because propaganda is their machine
Is their tool
That they use it very heavily
To demoralize
And to weaken the system
But we are saying that no
Mr. Paul Damian, who is the Director of the State Security Services
Commissioner Fani Yan
And also General Yakubu Nijj
The coordinator of Operation Rainbow is not publicly disclosed.
Should not be intimidated in any way
Or threatened by these flimsy and baseless allegations
That were written against them
And we are saying that no
We are Nigerians and we are for Nigeria
We are for the progress of this country.
And thus, bandits should not be given an advantage.
Should not even be allowed to breathe
Terrorists deserve to be sent to the grave.
They don't deserve to be alive.
And how long has this terrorism been going on?
Of course, the state government will understand that today
Community policing and state security
Outfits have been incorrectly established.
So the Plateau State government has established Operation Rainbow.
Which is a state-owned security agency?
That has been responding adequately, dispassionately.
Without attaching any sentiment at all
We have Hausa people living on the plateau.
They have not cried out due to any discriminatory treatment.
We have Igbo people, we have Yoruba people
We have so many other nationalities.
That are thriving in their businesses
But one particular nationality
That has made life unbearable.
I'm not talking about the entire tribe.
But a large number of them who are of the Fulani
and the new extraction has made life extremely unbearable,
not only on the plateau, but throughout Nigeria.
So, a plateau situation can never be an exception. What do we want?
We want that video and that petition to be discarded.
Secondly, we want more personnel from the Department
of the State Security Services, Mobile Police, to be deployed to Plateau.
We want Mr. President to also encourage further,
to encourage the Governor with additional funds
and with whatever he can do within his reach
towards strengthening security operations
that is ongoing on the Plateau,
particularly the intelligence-led operations conducted by the personnel
of the Department of State Security Service.
Thank you very much.
The video is a product of the imagination of the state's enemies.
That's just it. Thank you.
And the gains that have been achieved so far toward
the actualization of these dreams of securing Nigeria,
However, some criminally minded elements
who have formed the network of terrorism, banditry,
and militancy have raised their ugly and monstrous faces
to frustrate and delay those gains.
And so, we have come this morning
to address the war on those issues.
And here I begin the presentation.
This is a press conference statement by the
advisory, the Anabuta, the Atakar, Aten, Bache
Viro, Gamayu, Iritwe, Kulere, Mushere, Mugabu
Rok, Tarok, and other entities of the Coalition
Ethnic Nationalities in Plateau State.
holding today, October 21st, 2026
at the National Secretariat
Federation of Nigeria Union of Journalists, FCT Abuja.
We titled the press conference,
The Plateau State Coalition of Indigenous Bodies Smells a Rat
in the ongoing campaign of slander orchestrated against
the person of Director of Operations
of the Department of State Security Services,
the Mobile Police Force, and the Plateau State Security Outfit
commonly known as Operation Rainbow.
The attention of the Plateau State indigenous bodies has
has been drawn to a petition dated 5th October 2026,
signed by one Mudahid Abdullahi, Esquire,
on behalf of the Association of Nigeria, MAPA
GANALA, Fulani Breeders Association, GAMTAN
Full Bay Youth Development Association of Nigeria
Full Bay Youth Development Association of Nigeria
the Fuyoda, and other groups of Fulani origin,
expressing deep concern over alleged bias and discrimination
discriminatory actions against the Fulani communities.
The petitioners also alleged that the DSS should be held responsible.
for killings and abductions of members of the Fulani community,
rustling of cattle, poisoning and shooting of cows
among other crimes in Plateau State.
In addition, there is a video having the same effect, circulating widely.
on many social media handles including Facebook, claiming that the GSS,
The Mobile Police Force and Operation Rainbow are not serving the interests
of peace on the plateau, except for the Nigerian army alone that obeys,
respects and acts according to their whims and caprices.
The youth coalition understands that the said petition,
as well as the video circulating,
is intended to distort the true narrative, thereby misinforming
and misleading the federal authorities and indeed the general public.
From our firm view and beliefs,
Five disproportionate objectives are discernible from this strategy.
One, intimidate and blackmail Mr. Paul Damien.
The State Director of GSS.
Two, to discredit the highly successful and productive operation
of the GSS, Mobile Police Force, and Operation Rainbow in the state,
which has, in particular,
led to the arrest of the notorious Ardo Mamu Adams,
A well-known leader of Fulani militants, bandits, and terrorists.
Three, disrupt, remove
or at the very least cause a cessation of the operations being carried out,
been undertaken by the
GSS, Mobile Police Force
and Operation Rainbow
along local security
volunteers. Four,
to discourage interagency
collaboration, synergy
and intelligence sharing between security
agencies and targeted
as well as vulnerable communities.
Five, to act unscrupulously
present the Nigerian Army
as the only effective
force in dealing with killings,
Displacement and destruction in the state
Facts of the matter
Since the commencement of joint operations involving the GSS,
Mobile Police Force and Operation Rainbow
The indigenous youth bodies
and indeed all other peace-loving Nigerians have come to realize
More aware that the practice
and a sinister motive behind grazing cattle with batches of militants
But this as well as terrorist elements carrying lethal weapons
and attacking Hamlet villages
and communities is a strategy of war and forced occupation
of territory currently being unleashed upon plateau communities.
Without the slightest fear of contradiction,
The coalition has a list of at least 152 hamlet villages.
and communities that have endured this fate.
To the best of our knowledge, Mr. Paul Damien,
the director of DSS, and indeed his agency,
is not involved in killings, poisoning, or cattle rustling.
We are witnesses to incidents where cattle are interrupted.
by security agents while mischievously grazing on people's farms, either
in broad daylight or at night, and are necessarily held in custody
until the perpetrators are identified and apprehended.
The coalition of indigenous groups smells a rat,
such as the individual who prefers the Nigerian Army against
the transparent and effective operations carried out by the DSS
and other security agents, calls for a thorough investigation.
For the coalition, the investigation will help to put to rest the veracity
of allegations of unprofessional conduct, corruption, and compromise
and complacency on the part of some personnel of the Nigerian Army
who are said to have been colluding with Fulani militants
bandits and terrorist elements
element. Contrary to the
filed petition and indeed
the video, the coalition
of indigenous youth organizations
are also aware that Fulani
militants, bandits
and terrorist elements have continued
to ambush and attack
personnel of the DSS,
mobile police unit
operatives of Operation
Rainbow, and local
vigilantes on the flats
On the first day of June
2026, the Fulani
militants, bandits, and terrorist gangs
unleashed their terror
on a newly deployed
DSS base located at
Sesut of Nding
Phan District, Kwarikilaje Local Government
Area of Plateau State
Similarly, on the
August 23rd
2026
Tangor and Taray villages of
The Jor community was stormed.
by over
Over 400 Fulani militants,
bandits and terrorist elements
that also ambushed
and killed two officers of the TSS
and took away their rifles.
And those rifles are multi-purpose machine guns.
which is called MG and AK-47
belonging to the kill operatives
after which the attackers ran back
into their hideouts at Rancum
which has been renamed as Mahanga
Riyom Local Government Area of Plateau State
Furthermore, mobile police officers
have also been killed two weeks ago
in the towns and villages of Bokkos
and Riyom Local Government Area, respectively
as well as the operations officer
of Operation Rainbow,
GSP David Babali
Who was ambushed and killed?
very close to a military checkpoint
around Rako Village on the outskirts of Burikiladi town.
It is worth mentioning here that the Fulani militants,
bandits and other violent-minded gangs
and the collaborative efforts
their sponsors are currently raising funds
in the tune of $20 million with the intent to subtly intensify
their designed media campaigns of slander
As well as the filing of court cases and the publication of petitions
on media platforms, particularly using the Daily Trust
which the coalition considers a dangerous move to forestall
and frustrate the ongoing crackdown on insurgents, violence,
extremists, and war machines in Plateau State and its surrounding areas.
Once again, the coalition has not forgotten the recent fatal injuries.
suffered by TSS operatives who were ambushed at Kantoma, an alogum
in Mangu Local Government Area of Plateau State, several weeks ago,
while responding to distress calls from communities under attack.
It surpasses our imagination that the petitioners have chosen
to substitute the factual truth of this matter with so-called concerns
bias and discriminatory treatment against a community
that continues to conceal and protect its own militants,
bandits, and terrorist elements residing among them,
who, in our estimation, are working toward their shared goal,
which is to terrorize, displace, and occupy.
As far as the coalition of plateau youth is concerned,
there is incontrovertible evidence that the TSS,
Mobile Police Force, and Operation Rainbow's operations
are effective, on track, and producing significant results,
including the arrests of some key leaders,
merchants of war and their foot soldiers
reduction in mass attacks
on communities and
crop destruction. The devil goes
without saying that if the
The Fulani are demanding
as implied in their petition
and video for the removal
or discontinuation of the successful
operation of the DSS and others
security agencies as they currently are
witnessed on the plateau
then let the
entire world note that
They are enemies of the state, peace, and progress.
And they should be so designated.
Because they prefer attacks, abductions, and kidnappings
displacement as well as destruction to continue unabated
On the other hand,
if Mr. President and indeed other federal authorities
Give in to this trick
or are coerced into surrendering to terrorists
and cunning manipulation of detractors
then let it be abundantly known
that there is no hope
for peace and tranquility
on the plateau and indeed
Nigeria. All the coalition
of indigenous youth organizations is saying
Is that the
making rounds on social media
platforms should be properly
understood for what they are
that is, tactics
and strategies of destruction
and should not be entertained
or granted any practical value.
The director of the DSS,
Mobile Police Force,
Operation Rainbow and Indeed,
which is currently operating on the plateau,
needs to be appreciated
and encouraged to do more,
to perform more precise and penetrating operations
so that the battle against insurgency
can be dealt a fatal blow
rather than be distracted
against, rather than being
Distracted. I beg your pardon.
The DSS director,
Mr. Paul Damian,
Who is currently leading productive operations?
in the state, should never
be subjected to arbitrary treatment
removal
Should never be subjected to
arbitrary removal
or posting in accordance with the
superior
wishes of
the petitioners. In our conclusion,
The Coalition of Plateau Indigenous Youth Bodies stands firmly
for the protection of Plateau communities, the continuation of local
and effective security operations, and accountability
for every individual found to have acted outside the law.
We will not accept selective narratives against security agencies.
while neglecting the suffering of communities
or attacks against personnel deployed to protect them.
Plateau State cannot afford to have its security operations weakened.
through deceitful tactics and manipulative strategies.
The protection of innocent lives must take precedence over
every personal, organizational, or political interest
The federal government and all relevant authorities must uphold the law.
and ensure that lawful security operations are neither arbitrarily
undermined or discontinued without compelling justification.
The coalition's position is firm: protect the people.
confront criminality, banditry, terrorism, and militancy.
Long live the Coalition of Indigenous Youth Nationalities,
Long live Plateau State, long live the Federal Republic of Nigeria.
