James Blair breaks down the challenge of turning Donald Trump’s 2024 voter coalition into lasting support in elections where Trump isn’t on the ballot.
Speaking at CPAC, Blair discusses Wisconsin, turnout among Trump-aligned voters, and the importance of down-ballot candidates connecting with the coalition that supported Trump. He also points to 13 Democratic-held House seats that he says Trump carried in 2024 and discusses what that could mean for future congressional races.
Blair served as political director for Trump’s 2024 campaign and became White House Deputy Chief of Staff in 2025.
CPAC hosts incredible guests and speakers including Ben Shapiro, Michael Knowles of the Daily Wire, the late Charlie Kirk of Turning Point USA, Steve Bannon of War Room, Donald Trump Jr., Vivek Ramaswamy, Glenn Beck, Mark Levin, Dan Bongino, and many more leading voices in conservative media and politics.

So James, the big question is, I mean,
the first major elections we're going to see in just
a few short weeks here in Wisconsin.
We have a Wisconsin Supreme Court race coming up in April,
the governor races and state level races later this year.
We got some special elections coming
up for some of the seats that have been opened up by cabinet pick.
We've got, and then we have
the midterm elections less than two years away.
How do you guys make sure that the political
transformation we saw in November.
Those new voters walk in beyond just that one year. That
isn't just a fleeting thing,
that this is a lasting political realignment, similar to the 1934 one
you're talking about in the FDR.
I mean, it's not easy, that's for sure. The Wisconsin Supreme Court
race, I've been looking at numbers there,
and there's some folks getting involved for the
conservative. That'll be challenging, I'll say.
I mean, it'll be challenging because if you look
at the data in Wisconsin,
what carries President Trump is a group of voters who only vote when
Trump is on the ballot. And the thing that we have
to accomplish in all of these elections is getting
that specific group of people, you know,
they're super voters on both sides, but getting the people
that are sort of with the Trump worldview
who aren't necessarily Republicans, but many of them,
you know, would sort of consider themselves
that now is getting them to go to the polls
when President Trump's not on the ballot
and helping them understand that that supports his
worldview. And just to kind of bring this around,
look, you have a standing army out here in the
audience, right? These are President Trump
supporters out here at CPAC, and the millions
and millions of people watching at home.
What would be your marching orders to these folks out
here in the audience that are watching this event right now,
that are watching us have this
conversation? What do they need to do to help solidify
this political realignment? Well, I mean,
two things. One, put in the legwork.
Obviously, we always need volunteers, and the Wisconsin
Supreme Court, right? The Wisconsin GOP
and many others are getting involved, and if you've got
time to spare. Go do it. It's very important.
There's a lot at stake in that race, not the
least of which could be the future of congressional maps,
which is very important. We'll see what
happens. But just spread the word and continue to,
frankly, encourage Republicans that are down
ballot of President Trump to support his agenda,
which is often but not always exactly aligned with
the historic contours of the party.
I mean, the last thing I'll say is I'll leave you with this.
there's 13 seats in the House of Representatives
that are occupied by Democrats that President
Trump won. On average,
the Republican underperformed him by 5.2 points. There's only
three seats in the House that Republicans hold that Harris won.
So that gives you some sense of
the fact that we should be playing offense here,
but that requires bringing all of the other
Republicans up to the vote coalition that President Trump has
and brought into office. So
follow the Trump agenda and pass it,
and we will all be rewarded for it.
Really exciting stuff.
Thank you, James, for a great conversation,
and give our best to President Trump.
Thank you.
Yeah, thank you, sir.
