Police Forced to Intervene: Tenant Afraid, Repairman Stranded, Landlord Nowhere

A young tenant calls 999, terrified for her safety. A repairman, sent to carry out urgent work, cannot access the area he was hired to fix and soon finds himself locked in, trapped because no one responsible provided proper access.

Police arrive and are forced to climb through a side window, confronting the tenant to unlock the door. She refuses, keeping the emergency line occupied, while the landlord; the person legally responsible is nowhere to be seen.
