Boater was drunk, dancing before Boston Harbor crash that killed 24-year-old woman, DA says

Prosecutors say the man charged in a boat crash that killed a 24-year-old woman had a blood-alcohol level more than twice the legal limit and was allegedly dancing and taking his hands off the wheel before slamming into a pier in Boston Harbor near Logan International Airport.
