NASA could still win. But in many ways, that would leave America stuck in the Apollo era — maybe even worse off.
Because this time, the goal is not simply to land on the Moon. NASA wants to build a permanent base near the lunar south pole, powered by a nuclear reactor and capable of supporting crews for extended periods.
And without Starship, that plan becomes much harder to make work.
Why?
Apollo was basically a transportation problem: land two astronauts, keep them alive for a few days, then bring them home.
Building a Moon base is a construction problem.
You need reactors, excavators, habitats, communication towers, spare parts, robots, and thousands of meters of cables and pipes. All of that has to reach the lunar surface before astronauts can realistically live there.
