Car windows smashed by person hanging out of vehicle in Philadelphia

At least 16 cars were randomly vandalized early Tuesday morning on the 4800 block of North 12th Street in the Logan section of Philadelphia. Two suspects are seen on surveillance video smashing windows with a tool while driving down the street. Nothing was stolen, leaving victims with thousands of dollars in damages and no apparent motive for the crime.
