jmcbroadcasting.com. Well, good evening, ladies and gentlemen. My name is Ricardo Bossi,
national leader of Australia One, and thank you for joining us here on Episode 6,
Industrial Capacity of the Rebirth of a Great Nation series. Now, these presentations are
data-heavy. That's by design. We are giving you, the people, the opportunity to do your own
research, decide for yourself by whom and how you wish to be governed. And this is our ongoing
process to empower the Australian people, and even people around the world, to take control of their
own destinies, their own national future. So, having said all of that, let's commence.
The agenda for tonight. Good evening, ladies and gentlemen. Thanks for joining us here.
As I said, this is Rebirth of a Great Nation, Episode 6, Industrial Capacity. Specifically,
today, we'll review our intention for the program, review national power definition and its
implications, review methodology, review Episode 5, Economic Capacity. And you'll notice that we
repeat this again and again. And once again, repetition is the mother of mastery. We must
understand that the prism through which we view world events, national events, even personal lives
must be through this prism. By whom and how are we to be governed? This week's episode,
Industrial Capacity, will cover definition of industrial capacity, the core characteristics,
industrial capacity classification, strategic purpose, analysis for the seven sub-elements
of industrial capacity, which optimise our collective ability to achieve our identity-first
great power objectives, identify constitutional elements that authorise such policies and
strategies, and you'll want to stay here for the very end, because this changes everything.
We enunciate the ultimate safeguard. If you hear some noise in the background,
that's just my French bulldog who's got a flea in his ear. But other than that, we're all good.
Let's move on. Who we are to be and how we are to live. In order to determine our national
destiny, Australia 1 has chosen to preserve the best of our past while establishing and
maintaining control over our future through an identity-first great power strategy. Our intention,
purpose, to create our new Australian nation state. Method, to empower the Australian nation,
that's the people, to design a constitution for the governance of their Australian state,
that's the legal and political apparatus. By examining 19 elements of national power
to determine the optimal policies which will deliver a moral, sovereign, self-reliant Christian
constitutional republic, which is economically powerful, militarily intimidating, politically
free, culturally vibrant and socially cohesive. We identify the constitutional elements which
authorise such policies and the constraints and restraints which specifically prescribe and
proscribe constitutional powers and limits. The end state, Australia, retains and strengthens
its identity as Christian, Western and Anglophone. Identity first, establishes itself as an Indo-Pacific
regional hegemony with global leverage to shape normative orders. Great power. Let's review
definition. National power in the context of the identity first great power national strategy for
Australia is defined as follows. National power is the total and coordinated capacity of the Australian
nation state to mobilise, integrate and direct all 19 core elements of national power. Singular,
overriding purpose of establishing and preserving Australia as a moral, sovereign, self-reliant
Christian, Western constitutional republic, that is economically powerful, militarily intimidating,
politically free, culturally vibrant and socially cohesive. The nation is deliberately
subordinate to the identity first great power imperative. Every element, whether tangible,
intangible or hybrid, is strategically harnessed and prioritised only insofar as it protects the
foundational Christian, Western, Anglophone identity and Indo-Pacific hegemony and global
leverage to shape normative orders. Practised national power therefore manifests as inward
consolidation, the relentless alignment of all resources and instruments to reinforce Australia's
moral morality, sovereignty, self-reliance and internal cohesion against any dilution of its
Christian, Western character. The generation of hegemonic influence across the Indo-Pacific
and credible global leverage to shape international normative orders in ways consistent with Australian
values, with minimal reliance on external power. The identity first great power strategy treats
national power not as a neutral aggregation of capabilities but as a purposeful, hierarchical
system in which no element operates independently of the Australian constitutional republic's
defining identity and desired attributes. The result is a self-reinforcing cycle.
Identity drives strategy. Strategy mobilises every element and every turn sustains and expands
Australia's identity and its hegemonic standing. The elements of national power, the elements of
our national land state, the elements driving the strategy and the political and legal apparatus of
the state, that's the finish point, the constitution that we are investigating the moving parts of and
then assembling at the finish. The elements of national power as you know into three categories,
tangible, intangible and hybrid. Each one of these is examined to contribute to the elements of our
national end state listed there with which you are very familiar and it's being driven by the
pillars of our identity first great power strategy. Identity first Christian western
anglophone, great power Indo-Pacific regional hegemony and global leverage to shape normative
orders. Once again, what about the people? The people have to have their say. A top-down
approach is useful but the people who are the source of law must have their say. This is where
they get the constraints and restraints to be included in the constitution. Constraints being
what you must do, restraints what you can't do and then we end up with our political and legal
apparatus. So let's move quickly, we'll review episode five, economic capacity. The definition,
this is last week, identity first great power strategy. In the context of this program on
national power, particularly Australia's a 21st century Christian western anglophone
constitutional republic pursuing Indo-Pacific hegemony and global normative influence,
economic capacity is defined as morally aligned and strategically autonomous productive power
of the nation to generate retain and direct wealth in ways that reinforce identity first
while providing material foundation for sustained great power status. In context, economic capacity
is the integrated ability of the Australian people organized as a 21st century Christian
western anglophone constitutional republic to convert natural resources, human capital
characterized by summa virtus, infrastructure, technology including AI and the three laws
and industrial capability into national wealth that strengthens priorities, that is moral,
sovereign, self-aligned Christian western and socially cohesive people and sustains great
power projection, that is Indo-Pacific regional hegemony with credible global normative influence.
High levels of decentralized self-reliance at every level and this is key, individual, family,
town, region, state and nation. The five core characteristics we looked at last week
that comprise economic capacity, strategic protectionism with alliance preference,
sovereign and self-reliant production, role and identity aligned economy, great power enabling
scale, resilience and adaptability. The eight key sub-elements, priority one was human capital,
workforce development and character formation. Priority two, decentralized economic resilience
and infrastructure. Three, natural resources extraction and strategic valuating processing
capacity. Priority four, manufacturing industrial and defense industrial capacity. Priority five,
agricultural and food security capacity. Six, technological innovation and sovereign AI
capacity. Priority seven, strategic trade tariff and supply chain architecture and priority eight,
financial systems, capital allocation and monetary sovereignty. So that was last week.
Next week, industrial capacity definitions. As an element of national power, identity first
great power strategy. In the context of this program on national power, particularly Australia
as a 21st century Christian Western Anglophone constitutional republic pursuing Indo-Pacific
hegemony and global normative influence, industrial capacity is defined as sovereign,
morally aligned and strategically autonomous productive ability of the nation to design,
develop, produce, maintain and scale critical goods, components, systems, technology, particularly
those with defense and strategic applications while developing people of character in a manner
that reinforce identity first while providing the material foundation for sustained
great power status. That's how we define industrial capacity. Next, within Australia's
identity first and great power strategy, industrial capacity is the productive engine
that converts resources, skills, technology and capital into sovereign manufacturing strength.
It is deliberately oriented towards strategic autonomy rather than pure market efficiency. I'll
just say that again because it's key. It is deliberately oriented towards strategic autonomy
rather than pure market efficiency. Remaining Western values, decentralized economic structures
and long-term national resilience. It's a tangible element, that's the productive output,
and a hybrid element, that's a force multiplier for military power, technological sovereignty
and economic self-reliance. The statistics of industrial capacity as we see them. There are six.
One, strategic and dual use focus. That is, priority is given to industries in manufacture
and sustainment with direct or indirect defense applications. Automated sea, land, air, cyber and
space systems, surface and subsurface vessels, land force firepower and mobility, combat and
civil aircraft, aerospace components, advanced electronics and communications, explosives,
critical minerals processing and emerging technologies including AI-enabled systems
under the three laws of AI. So this is number one, strategic and dual use focus.
Manufacturing and sustainment in all those areas. Industries serve both national security and
economic objectives. Two, defense industrial base as a character forge. Manufacturing and
advanced industry are viewed as vehicles for summa virtus, developing physical skill, discipline,
problem solving, teamwork and moral responsibility in the workforce.
Defense-related production is explicitly positioned as a means of national character formation,
not merely economic activity. And once again, I must repeat this so people
understand the profound shift that we intend. Defense-related production is explicitly positioned
as a means of national character formation, not merely economic activity.
Industrial capacity is deliberately distributed across the polycentric gardens town network
with a strong emphasis on towns of 50,000 to 250,000. This creates regional economic vitality,
reduces single point vulnerabilities and supports genuine self-reliance at local and
regional levels. Strategic policy. Australia adopts a US-style protective tariff regime to
shield and nurture strategic industries during their development phase. Full free trade and
deep industrial integration is maintained as a privileged exception with the United States,
leveraging AUKUS technology sharing and supply chain alignment. This combined western industrial
base while still allowing protective measures against third countries. Sovereign supply chain
control. Emphasis on domestic or allied primarily US-UK and select partners control of critical
supply chains, especially in defense, advanced manufacturing and critical minerals processing.
This reduces interest dependencies, particularly on China. Integration with resource wealth.
Value-adding processing of Australia's natural resources, rare earths, lithium, iron ore, etc.
is prioritized domestically to create high skill jobs and technological capability
rather than exporting raw materials. Industrial capacity classification.
Industry sectors. This is the conventional classification. Industry can be conventionally
classified into five main economic sectors. There are others with many more, but we've
found that this is probably the most useful. These categories break down how goods and services are
created, moved and consumed and you'll be familiar with these. Primary industry focuses on extracting
or harvesting raw materials from the earth. Examples, agriculture, mining, forestry and fishing.
Transforms raw materials into finished usable products. Examples, manufacturing, food processing,
construction and textile production. Industry provides intangible services and distributes
goods rather than producing physical products. Examples, retail, healthcare, hospitality,
transport and banking. Quaternary deals with knowledge-based services focused on intellectual
pursuits, research and development. Example, IT, information technology, IM, information management,
software development, consultation and education. It's the highest level of decision-making.
Examples, top government officials, high-level corporate executives, that's a C-suite
and non-profit leaders. The trouble is under the above approach, this conventional approach
aggregates industry into too few sectors, neglects to acknowledge relationship and dependencies
between them and therefore fails to yield detailed required for meaningful analysis.
So what did we do? That's where we came up with elements of national power and I'm going to show
you now the industry sectors in the conventional breakdown, the primary elements under which we
deal with that subject, then the secondary and supporting elements of national power,
which aid a better understanding of those industry sectors and an explanation at the end
to show you how we've covered all the bases. Sector, as we know, agriculture, mining, fishing,
forestry, raw material extraction. Now we cover that under the 19 elements under natural resources
and agricultural capacity. Secondary and supporting elements are economic capacity,
infrastructure and communications. This sector is mainly about the extraction and initial use
of natural resources and agricultural output. Secondary sector, manufacturing, construction,
industrial production. The primary elements that this is covered by us is under industrial capacity,
today's show. The supporting elements are economic capacity, that was last week,
and it shows the year to come, scientific and technological base and human capital education.
You can see how these dependencies between them are being covered. So this is the core of
transforming raw materials into finished goods and infrastructure. Sector services, retail, transport,
tourism, banking, hospitality, the list goes on. In our 19 elements, it's covered under economic
capacity. We did that last week. But the secondary and supporting elements are infrastructure and
communications, human capital and education, and financial resources. Based economy that supports
and circulates wealth created by the primary and secondary sectors. Quaternary sector, knowledge,
economy, research, education, IMIT, data analysis, R&D, consulting, you get the drift. In our 19
elements, it's covered under scientific and technological base as well as human capital
and education, a greater level of granularity so we get a better understanding. Secondary and
supporting elements of the 19, informational capabilities and economic capacity. The focus is
on the creation, processing and dissemination of knowledge and information. Finally, the core
sector, the high level decision making, government, senior executives, healthcare, leadership,
education policy, strategic planning. It's too much of a grab bag of things. So how have we broken
it down so we can examine it in better detail. It's covered under political organisation and quality of
government, as one of the 19, and leadership as it's separate. This is key. Element of national
power. As I've said many times before, this country has everything it needs to succeed, except
leadership. We're going to address that. The supporting elements, human capital and education,
and national character. This is the decision making, governance and strategic direction of the
nation. So as you can see, using the 19 elements of national power gives us a better understanding
of the moving parts of industrial capacity. Those five sectors, too many aggregated into too few
categories. So this gives us a better understanding of the levers that need to be pulled or pushed
to do what we want to do. Strategies of industrial capacity, and I'm making a special effort to get
this message across, because the World Economic Forum and the rest of them would disagree
wholeheartedly, which means I know we're on the right track. Industrial capacity is not pursued
for its own sake or for maximum global efficiency. I'll say that again. Industrial capacity is not
pursued for its own sake, nor for maximum global efficiency. It exists to enable credible Indo-Pacific
hegemony through a robust, sovereign defence industrial base capable of supporting sustained
operations. Generate strategic autonomy so Australia is not vulnerable to economic coercion
or supply chain disruption. Contributes to national character by providing meaningful,
skilled work that builds summa virtus. Contributes to national character by providing meaningful,
skilled work that builds summa virtus. Decentralise prosperity by creating high-value
employment opportunities outside the major capitals. Not 15-minute cities, but repopulating
the rural areas. In the special economic industrial relationship with the United States,
creating deeper interoperability and mutual dependence between the two nations. The
seven key sub-elements. Priority one, defence industrial base capacity. This receives the
highest priority. The ability to design, manufacture, maintain and scale defence
equipment and munitions domestically or in close partnership with the United States.
Strategy. This is the most critical sub-element because it directly enables the 10% GDP defence
target. Now understand the 10% GDP defence target is a first step. It might grow beyond that. The
reason for this is that a war economy, when focused, all the national resources on a single
objective produced amazing results. But instead of building for a war economy, we are building
a nation. We have spent blood and treasure building other nations. Now we're going to
build our own. It also sustains military operations and creates high-skilled jobs
that contribute to summa virtus. You can see now this character building. The people are key.
It must integrate. It must enable the growth of every element of the nation. It forms a
sovereign military power. Priority two is processing and value-adding capacity. The
ability to extract, refine and process critical minerals, rare earths, lithium, cobalt, etc.,
into high-value materials and components within Australia. The strategy. This sub-element
leverages Australia's natural resource advantage to reduce reliance on foreign processing,
especially China, create strategic leverage and generate national wealth that can be recirculated
domestically. Priority three, advanced manufacturing and dual-use production capacity.
The ability to produce advanced components, systems and technologies that serve both
civilian and defence markets. So it's a war economy building a civilian nation. For example,
precision engineering, electronics, composites and autonomous systems. The strategy. This broad
industrial depth supports technological sovereignty and creates high-value employment
aligned with national self-reliance goals. Four, decentralised regional manufacturing capacity.
The distribution of manufacturing activity across garden towns and regional centres,
rather than concentrating it in major cities. The strategy. This sub-element supports economic
decentralisation, regional resilience, local employment and the broader goal of a distributed,
self-reliant republic. Five, workforce skills and character formation capacity. The development
of a skilled industrial workforce combined with deliberate character formation, summa virtus,
through meaningful disciplined work in manufacturing and defence industries.
Strategy. This links industrial capacity directly to identity first, by treating work as a vehicle
for moral and personal development, not economic output. Let me say that again. Work is a vehicle
for moral and personal development, not merely economic output. Supply chain sovereignty and
resilience capacity. The ability to secure and control critical supply chains for strategic
industries with strong preference for domestic production or reliable allied sources, particularly
the United States. The strategy. This sub-element reduces vulnerability to coercion and aligns with
current international trends for strategic decoupling. Dual use technology, integration
and innovation capacity. The integration of advanced technologies including sovereign AI,
automation, additive manufacturing and digital twins into industrial processes.
The strategy. This sub-element acts as a force multiplier for productivity and capability across
all other sub-elements, while remaining governed by the three laws of AI. These sub-elements are
interconnected. The top three defence industrial base, critical minerals processing and advanced
manufacturing receive the highest priority focus, investment and protective measures in the near to
medium term. The remaining four essential supporting strength and alignment with identity
first principles. The remaining four provide essential supporting strength and alignment
with identity first principles. And you see now why our 19 elements of national power
provide a better model when we're talking about industrial capacity than simply the five sectors
that are generally employed. Constitutional authority required for these wonderful changes.
Overarching constitutional framework amendments. A new head of power in section 51 or a new chapter
on strategic industrial sovereignty. Commonwealth power in cooperation with the states to legislate
for strategic industrial self-reliance, sovereign control of critical manufacturing and defence
industries, decentralised industrial development and the integration of industrial activity with
section 92 or an interpretive provision. Free interstate trade while explicitly allowing
reasonable non-discriminatory measures to support decentralised regional manufacturing
and strategic industry development across garden towns and regions.
Clarification of section 51.6 defence power. Explicitly extend the defence power to include
full development and sustainment of sovereign defence industrial base including dual use
industries and associated workforce development. New interpretive provision on strategic economic
policy. Authorise the use of protective tariffs, bounties and targeted industrial policy to build
and protect strategic industries while preserving the privileged free trade and industrial integration
relationship with the United States. Strengthen provisions for human capital and character.
Some measures that link industrial development with moral and character formation,
summa virtus, education and workforce development. Excuse me, specific requirements by sub element.
One, defence industrial base capacity. This is the highest priority. Needs. Clear and enduring
constitutional authority to build, maintain and expand a sovereign defence industrial base.
Constitutional action. Explicit overhead under section 51.6 for the establishment, development
and sustainment of a sovereign defence industrial base including dual use manufacturing and
associated supply chains. Providing long term government investment, protective measures and
integration with the United States under an AUKUS style arrangement. Two, critical minerals
processing and value adding capacity. Needs. Authority to mandate or strongly incentivise
domestic processing of strategic minerals rather than raw export. Constitutional action. New section
51 head for strategic resource sovereignty and domestic value adding processing of critical
minerals. Supporting provision for allowing protective tariffs, tax incentives and regulatory
measures to encourage onshore refining and manufacturing. Advanced manufacturing and dual
use production capacity. Needs. Broad authority to develop and protect advanced manufacturing
capabilities with both civilian and defence applications. The constitutional action required.
Inclusion under the new strategic industrial self-reliance power.
Explicit authorisation for government support measures and public private partnerships in
advanced manufacturing sectors. Four, decentralised regional manufacturing capacity.
Needs. Constitutional support for distributing industrial activity across regional centres
and garden towns. Constitutional action. Power or amendment facilitating decentralised industrial
development and regional manufacturing resilience in accordance with principles of subsidiarity.
Provision allowing targeted incentives and infrastructure support for manufacturing in
non-metropolitan areas without breaching section 92. Five, workforce skills and character formation
capacity. Needs. Authority to link industrial policy with workforce development and moral
character formation. Summa virtus. Constitutional action. Expanding powers combined with a newer
amended provision authorising measures for industrial workforce development and the
formation of national character through meaningful and disciplined productive work. Summa virtus.
This provides a constitutional anchor for integrating industry with the first
objectives. Supply and resilience capacity. Needs. Authority to secure and control critical
supply chains for strategic industries. Constitutional action. Inclusion under the
strategic industrial self-reliance power. Explicit authorisation for policies that
prioritise domestic production or reliable allied sourcing, particularly with the United States,
and reduce dangerous foreign dependencies. Seven, dual use technology integration
and innovation capacity. Needs. Authority to integrate advanced technologies including
sovereign AI into industrial processes while maintaining ethical and national control.
While maintaining ethical and national control. We dealt with AI in the last episode in quite
some detail. As you know, we consider that an existential threat to human life on earth
unless we understand and control AI. Constitutional action. A new section ahead for
sovereign technological integration into industrial capacity, including the responsible
development, the responsible development and application of artificial intelligence
and advanced manufacturing technologies. A provision requiring alignment with national
sovereignty under the three laws of AI. Again now, ladies and gentlemen, and here's
the ultimate safeguard. This is what it all is moving to. This slide is the most profound
out of everything we have said thus far. So pay attention. Finally, and of real importance,
just as all Australians will be bound by the new constitution, so too will be the world's
industrial complex, as well as all those non-Australians who live in, work or benefit
from Australia's common wealth. This is the ultimate safeguard that our common wealth will
always be protected against the actions of predatory and criminal individuals, corporations
and nations which have been permitted to act against the best interests of our country and
humanity. Unacceptable state of affairs will no longer be allowed to occur and the implications
are profound. Australia will always and only be developed to benefit the people of Australia
and the people of the world. This transforms industrial capacity from a policy preference
into a constitutionally embedded and protected pillar of Australia's identity first great power
strategy. Any individual, any organisation that wishes to do business with us
must live according to our rules. This is credible global leverage to shape normative orders. Let me
give you an example so you know where I'm going and you can dive deep yourselves. We will no longer
trade or engage with a country that uses slave labour, for example China, for a country that
harvests organs from the ethnic Chinese Muslims, the Uyghurs, that harvest organs from the Falun
Gong. Our rules will determine with whom we engage and we will never allow our common wealth to harm
Australians or humanity. This is profound. The implications are quite powerful. Bear this one
in mind as we continue forward into this series. I'm glad for the opportunity to put this out there.
This is key. So we've come to the end of episode six, industrial capacity. Tonight we reviewed our
intention for the program, we reviewed national power definitions and implications, we reviewed
the methodology, we reviewed episode five, economic capacity, and in this week's episode,
industrial capacity, we defined industrial capacity, we examined the core characteristics,
we classified industrial capacity, we outlined the strategic purpose, strategized the seven
sub-elements of industrial capacity which optimize our collective ability to achieve our identity
first great power objectives, and we identified constitutional elements that authorize such
policies and strategies, and most importantly we enunciated the ultimate safeguard. This ultimate
safeguard will change the world forever. Thank you for this and we'll see you next week for the
Rebirth of a Great Nation episode seven, agricultural capacity, and as usual I'll
leave you with that piano rendition of Australia's favorite song, Waltzing Matilda. We'll see you next week.
