Springfield attempts to outdo the rival town of Shelbyville by building a lavish concert hall designed by Frank Gehry. However, the project leaves the town bankrupt, leading Mr. Burns to convert the building into a private prison. Homer ends up incarcerated and becomes a prison snitch, eventually leading to a violent riot and a mass pardon.
