Recently, Dr. Chien-Chen Huang, head of the psychiatry department at the Miaoli Hospital of the Taiwan Ministry of Health and Welfare and vice chairman of the Taiwan International Organ Transplantation Care Association, visited Japan, and a special lecture was held in Yokohama on the themes of alcohol health policies and organ transplantation legislation. Dr. Huang highly praised Japan's Alcohol Health Damage Prevention Law and sounded the alarm on international ethical issues surrounding organ transplantation. Attendees of the lecture included former mayor of Yokohama City Council, city council members, and medical professionals.Dr. Huang highly praised Japan's "Basic Act on Alcohol and Health Disorders," enacted in 2013, as a pioneering initiative in Asia. According to this law, alcohol dependence was redefined from the perspective of "personal weakness" to "the state's public health responsibility." Dr. Huang stated that he wished to apply Japan's outstanding efforts in the medical field in Taiwan and reflect them in future policies, emphasizing Japan's advanced approach to alcohol dependence.On the other hand, Dr. Huang expressed the view that Taiwan is advanced in its measures against illegal organ transplants. In recent years, it has been pointed out that the Chinese Communist Party has been committing crimes of forcibly extracting organs from individuals and groups deemed inconvenient to the regime. In 2019, an independent people's court in London ruled that large-scale organ harvesting is taking place in China, and the act was recognized as a crime against humanity.
