In early October 2025, the city of Sendai in Miyagi Prefecture, Japan, was struck by a devastating flood, one of the most disruptive events in the city's history in the past decade. This flood was not simply a flood, but the result of a complex combination of extreme rainfall, persistent low atmospheric pressure in the Tohoku region, and the city's drainage system unable to cope with the sudden surge in water volume. This event occurred in the context of increasingly pronounced global climate change, where extreme weather patterns are becoming more frequent and intense, forcing the Japanese public and government to confront new challenges in disaster mitigation. The Hirose River, which flows through the center of Sendai and is usually a symbol of the city's natural tranquility, turned into a raging torrent that threatened residents' safety. On the evening of October 2, the river overflowed its banks, submerging major roads, breaching embankments, and flooding low-lying homes. The city government immediately activated its early warning system and issued evacuation orders for more than 15,000 residents living in the flood red zone.
