California hasn't lost SpaceX entirely - but the heart of SpaceX has moved out.
Recently, Los Angeles County District Judge Stanley Blumenfeld Jr. accepted SpaceX's claim that the California Coastal Commission illegally targeted the company in retaliation for Musk's political views.
This marks a significant blow to California officials' attempts to hinder SpaceX’s growth. While the company will continue to launch missions from California for now, the real shift is already underway - SpaceX is preparing to relocate its headquarters to Texas. The company is now accelerating all development efforts in Texas, marking a significant shift in its long-term strategic direction.

After 23 years of close ties, SpaceX has finally decided to abandon its home base in Hawthorne, California. Deep political and legal conflicts have led to tensions coming to a head. Among them, the legal battle between SpaceX and the California Coastal Commission has become the focus. When the California Coastal Commission (CCC) rejected the US Air Force's proposal to increase SpaceX's annual Falcon 9 rocket launches from 36 to 50 at Vandenberg Air Force Base in Santa Barbara County. The commission argued that about 80% to 87% of the launches were for non-military missions, such as deploying commercial Starlink satellites. The commission said SpaceX's launches qualified as commercial and needed to meet state regulatory requirements. They also pointed out that SpaceX's frequent launches could affect the ecological development of coastal animals, as well as the stability of the surrounding population. Therefore, the commission believes that SpaceX must apply for a coastal development permit (CDP) for its launches.

However, SpaceX has determined that the CCC's blocking actions are unreasonable, and the commission seems to be taking advantage of basic arguments to distinguish Musk's outspoken political views. SpaceX also pointed out that a commissioner on the 12-member coastal commission recently accused Musk, who has increasingly asserted his voice in the US presidential race, of "spreading and posting false political information". Musk later strongly denied that his tweets were related to what the Coastal Commission said.
This led to a decision to dismiss the case because SpaceX had not demonstrated how the commission’s actions caused harm. However, Blumenfeld gave SpaceX another chance to try, this time asking the company to resubmit a new amendment.
