21 Children Taken From California Couple in Surrogacy Abuse Probe

A California couple is accused of running a surrogacy scheme. Surrogate moms found out that the babies they helped carry—are now in foster care. Federal and local investigations are underway.

The couple, identified as 38-year-old Silvia Zhang and 65-year-old Guojun Xuan, are suspected of enlisting multiple women across the United States to carry children for them through an agency called Mark Surrogacy, which has since renamed itself as Future Spring Surrogacy.
