As recorded in Han Fei Zi (韩非子-喻老), "King Zhuang of Chu (楚庄王), Xiong Zhui (熊旅), ruled the dynasty for three years and did not issue a single decree, nor did he do anything in terms of political performance. Wu Ju, the right secretary of the court, came to the king's seat and spoke a subtle word to him, saying, "There is a bird stationed on Fushan Mountain in the south, which does not spread its wings for three years, does not fly, and does not chirp, but is silent, so what kind of bird is it?"
As recorded in Han Feizi, King Xiumeqiu Zhang Xiuyi ruled the dynasty for three years and did not issue a single decree, nor did he do anything in terms of political performance.
Wujiu, the right secretary of the court, came to the king's seat and spoke a subtle word to him,
saying, There is a bird stationed on Fushun Mountain in the south, which does not spread its wings for three years, does not fly, and does not chirp, but is silent, so what kind of bird is it?
King Xiumeqiu said, The reason for not spreading its wings for three years is to grow its feathers.
The reason for not flying or chirping is to observe the attitude of the people.
Although it hasn't flown yet, once it affilies, it will surely reach the sky.
Although it hasn't chirped yet, once it chirps, it will surely be amazing.
Don't worry, I know.
After half a year, King Xiumeqiu listened to the government in person.
Ten decrees were repealed and nine were activated.
Five great traitors were executed and six hermits were promoted, thus the country could be vigorously rectified.
He led a crusade against Qi and defeated the Qi army in Zuzhou, overcame the Jin army in Haoyang,
and gathered the lords in Song, finally enabling Qi to dominate the world.
King Zhong did not jeopardize the loyal and good people because of trivial matters, so he was able to have a good reputation.
He did not show beforehand, so he was able to have good achievements.
Therefore, it is said, the more talented a person is, the later he usually succeeds,
and the greater the achievement, the more immeasurable it is.
King Zhong of Qi, the son of King Mu of Qi, the most accomplished monarch of Qi during the spring and autumn period,
and one of the five hegemons of the spring and autumn period.
Before King Zhong, Qi had been excluded from the culture of the central plains.
Since King Zhong claimed the hegemony of the central plains, he not only made Qi powerful and famous,
but also played a role in the unification of China and the formation of the national spirit.
King Zhong of Qi reigned for 23 years, from 613 to 591 B.C.,
and was highly praised by the later generations, and some allusions to him, such as a sharp shout,
have become fixed idioms with far-reaching influence on the later generations.
