Twenty‑five percent of the agency’s budget may be cut, and that figure has already sparked intense debate because it threatens many vital programs and could even lead to their cancellation.

In the administration’s budget request, these fall under Legacy Human Exploration Systems. Combined with the Lunar Gateway, proposed cuts to these legacy systems total $879 million. If implemented, SLS and Orion would cease after Artemis 3 instead of supporting the entire program. On one hand, canceling them could save money and accelerate reliance on newer commercial vehicles such as SpaceX’s Starship HLS and Blue Origin’s Blue Moon lander. On the other hand, ending SLS and Orion early risks disrupting the continuity of NASA’s human exploration architecture. NASA would lose direct control over proven rockets and capsules that have anchored Artemis mission planning. Full reliance on contractors introduces risks of delays and design mismatches.

Over its lifetime, SLS and Orion have faced criticism for schedule slips, cost overruns and occasional quality issues. The SLS program alone has consumed more than $11 billion over nearly a decade to prepare for Artemis 1, with additional billions for infrastructure and support. Because SLS is expendable, each launch requires a new rocket, keeping per‑mission costs high even if production accelerates. Boeing’s SLS core stage has missed internal NASA standards and international benchmarks due to manufacturing issues that caused delays and extra expenses. These setbacks, combined with one‑time‑use design, help explain why each SLS launch is currently estimated at roughly $4 billion—about 140 percent above original projections. In budget documents, the White House labels SLS and Orion “grossly expensive systems,” arguing that commercial alternatives can match or exceed capability at a fraction of the cost.
