Kong was returned to the CCP its free market economy and the rule of law were gradually destroyed some overseas Chinese Scholars have analyzed that there are at least three conditions to meet in order to turn Hainan into another Hong Kong first the currency must be free to exchange and the RMB can be converted to US dollars easily without restriction second the internet must be free which Hong Kong has but the CCP won't allow Hainan to open up the internet third there must be a sound legal system these three conditions are impossible for the CCP to provide in reality imagine Hong Kong is an International Financial Center IT issues its own currency and has free foreign exchange is it possible for Hainan to issue its own currency and have it exchanged freely Hong Kong residents have Visa Enterprises and entrepreneurs among the 26 measures passed it's clearly stated that the private entrepreneurs involved in legal cases should not be arrested if possible should not be prosecuted if possible should not be convicted if possible and should be released timely if possible or change the imposed measures if possible this has a rather shown the public that indiscriminate arrests and prosecutions of private entrepreneurs have been so common over the years that the CCP is now making the correction of such practices as a special preferential policy it also shows that there is no
