Let’s first look at Henan Province. It's the “second largest grain-producing province in China.” Its wheat production ranks first in the country, accounting for about a quarter of the country’s total area and output. The local government originally announced on May 31 that it would urgently allocate 200 million yuan, or 28 million U.S. dollars, for drying wheat. So, why does wheat need to be dried?
