Trooper's Narrative:

On 10/31/ 2024 at approximately 08:39 P.M. I, Trooper Russell was stationary in the median facing southbound on U.S.
Highway 67 at the crossover access. I observed a small passenger car traveling northbound on U.S. Highway 67 in the inside
lane, that appeared to be traveling faster than the posted speed limit of 75 MPH. I activated my radar utilizing the front antenna
and confirmed that the speed was at 94 MPH. Once the vehicle passed, I turned around and proceeded to catch the car to
attempt to perform a traffic stop.

The vehicle continued traveling northbound on U.S. Highway 67. I utilized my front antenna for the same direction confirming
that the vehicle had increased its speed to 95 MPH. I caught up to car at the 78 Mile Marker identifying that it was a red car
displaying an Oklahoma tag of QFB250. I proceeded to call in the traffic stop while traveling directly behind the vehicle.
I proceeded to follow the vehicle from the outside lane back to the inside lane. As we passed by a semi-truck I activated my
lights and siren. The vehicle continued traveling northbound at speeds from 70 MPH down to 55 MPH.

At the 80.5-mile marker, I proceeded to drive up to the driver's side of the vehicle to confirm that the driver had noticed the
lights and siren. The vehicle hit its brakes and turned on its right blinker to indicate that it was pulling over, I got back behind the
vehicle and it turned off its blinker and continued traveling at speeds of 50 MPH.

I attempted a TVI on U.S. Highway 67 at the 81-mile marker. The TVI was successful. I then turned right and stopped on the
east side of U.S. Highway 67. At this time, the vehicle came to rest down in the ditch on the east side of U.S. Highway 67 facing
northward. I proceeded to get out of my patrol unit, drawing my pistol and giving commands for the driver to get out of the
vehicle. The driver rolled down the window and began yelling " I was trying to pull over". At this time, I could tell that the driver
was a black male later identified as Jalen Marcus Britton.

The driver rolled back up his window and proceeded to drive out of the ditch. I continued to drive along the roadside to get
closer to the vehicle. After a failed attempt to drive out of the ditch the vehicle finally stopped. I was able to order the driver out
of the car giving commands to lay on his stomach. The driver was placed in custody without incident and transported to the
Jackson County Detention Center.
